The Salsbury Standard Cluster Mailbox and Regency® Decorative CBU Type I, Type II, Type III, Type IV, Type V, Type VI and Outdoor Parcel Lockers (OPL's) are all licensed and approved by the U. S. Postal Service. Ideal for commercial buildings, multi-family housing units, apartment complexes, government and military bases, schools, colleges and other residential and commercial developments, cluster mailboxes are ultra-durable and provide a secure means of receiving mail and packages. When you install your Cluster Mailbox the local post office will install an "Arrow Lock." This lock is used for the local post master to open the unit and deliver the mail. When the U.S. Postal Service delivers a package to the parcel locker, a parcel locker key is placed in the recipient's mailbox. Once the recipient opens the parcel locker, the key is automatically retained in the lock until it is removed with the USPS control key.

The United States Postal Service addressed the shape of mailbox compartments and the demand for more secure mail and parcel delivery with a new standard, USPS-STD-4C. This standard replaces the traditional cube style compartments with more flat style compartments as well as incorporates fully integrated or stand-alone parcel locker options into the mailbox. A minimum of one parcel locker is required for every five (5) tenant compartments. Parcel lockers are not required in installation sites with less than five (5) tenant compartments. Salsbury Industries 3700 series 4C standard and custom high security horizontal mailboxes and fully integrated and stand-alone parcel lockers have been USPS approved and meet the specifications of USPS-STD-4C. This standard requires that 4C horizontal mailboxes and parcel lockers be installed in all new construction projects and major remodels effective October 2006.

The demand for improved mailbox security prompted the United States Postal Service to develop this standard. This standard requires manufacturers to strengthen and improve the master door (arrow lock compartment) on vertical style apartment house mail receptacles (3500 series) and horizontal style apartment house mail receptacles (3600 series). All Salsbury Industries 3500 and 3600 series mailboxes are USPS approved and in full compliance with the requirements of USPS-STD-4B . These 4B vertical and 4B horizontal mailboxes are approved for replacement and/or retrofit installations effective October 2006. For new construction or major remodels, 4C horizontal mailboxes (3700 series) are required.

The July 2020 edition of the U.S. Postal Service’s National Delivery Planning Standards included a Guide for Builders and Developers.

• All new or remodeled apartment buildings must install USPS approved 4C centralized mailbox equipment. 4B horizontal mailboxes and 4B vertical mailboxes are to be used for retrofit applications
• 1 parcel locker is required for every 5 mailbox compartments
• Mailboxes and parcel lockers in apartment buildings must be placed reasonably close to the entrance in vestibules, halls, or lobbies. The mail carrier also needs to be able to service the mailboxes without interference from swinging or open doors
• The Postal Service may authorize the installation of approved 4C mailboxes in exterior walls of buildings as long as they are not installed directly on the street or a public sidewalk.

4C horizontal mailboxes are designed for higher security and are required for new construction and major renovations. 4B horizontal mailboxes and 4B vertical mailboxes are for direct one-to-one replacements. 4B horizontal and 4B vertical mailboxes are permitted for replacement use if no significant changes are required to the rough wall opening where the existing wall-mounted mailboxes are currently installed (though you should always check with your local Post Office to be sure). If that isn’t the case, 4C mailboxes must be used.

A parcel locker is a lockable compartment designed to hold packages that will not fit in a standard mailbox. Parcel Lockers can be independent units or integrated into Cluster Box Units or 4C horizontal mailboxes.

When a U.S. postal mail carrier is unable to fit a package into a standard mailbox compartment, they will place your package in a parcel locker. The carrier will then leave a key to the open parcel locker in your mailbox.

To get your package out of the parcel locker, you simply need to use the key the mail carrier has left in your mailbox to unlock the parcel locker. The key will have a tag that indicates which locker contains your package. Once you have unlocked the parcel locker and retrieved your package, the key capture system will secure the parcel locker key in place so that it can’t be removed. Only a U.S. postal mail carrier will be able to remove the key with a master key. If you’re still unsure of how parcel lockers work, consult this helpful video.

Here are the USPS Mailbox Height Guidelines for installing residential mailboxes:

• Curbside and roadside mailboxes must be easily accessible to the mail carrier
• By USPS regulatory standards, your mailbox should be 41” to 45” from the ground or street surface and up to the inside floor of the mailbox
• Your mailbox door should be set 6” to 8” back from the front face of the curb or the edge of the road. If you do not have a raised curb remember to contact your local postmaster for proper guidance

These regulations also apply to Post Mounted Mailboxes and Locking Mailboxes. Here are the USPS regulations for Locking Mailboxes:

• Do not rely on USPS carriers to open locked mailboxes as they do not accept mailbox keys
• The slots for the incoming mail must be a minimum of 1.75 inches high by 10 inches wide
• Slots on locking mailboxes must be able to hold the resident’s daily volume of mail
• The slots must be large enough to accommodate any unfolded USPS Priority Envelopes
